Bid Review

You have gone out to bid and received replies from different manufacturers, great! Reading through the submissions it is difficult to determine how complaint with the published specifications are. Big Red Trucks Fire Apparatus Consultants, Inc. (BRTFAC) will review your specification document so that we are familiar with it and evaluate all received bids and review for compliance with the specifications.

• We will furnish a written document detailing how each proposal is compliant and is not compliant with the specifications. Clarifications and exceptions are classified in three categories:

• • Minor exceptions or clarifications these differences do not have a significant impact on the performance, longevity, operational characteristics, or maintenance of the proposed apparatus.

• • Engineering based exceptions or clarifications are related to manufacturer specific design and manufacturing protocols. No manufacturer is going to change the way the design and build for a one-off vehicle.

• • Major exceptions or clarifications have a significant impact on the performance, longevity, operational characteristics, or maintenance of the proposed apparatus and may be grounds for rejection of the bid submittal.

• Exceptions or clarifications that are not documented in the bid submission (every bid has them) are detailed according to the above criteria.

• A bid review does not classify or review items where the manufacturer may exceed the specification unless it is something that is significant to the overall performance or longevity of the apparatus in which case a cost increase may be justified by those improvements.

BRTFAC will not make recommendations for the award of the contract. Our bid review will tell you who is compliant with the specification document and can be considered for contract award and who is not compliant with the and should not be considered for award. How you choose to handle the contract award is completely up to the customer.
